Appears too powerful. Essentially, it can turn any Xyz monster in another monster of a different rank, plus inflict an awful lot of damage. Doesn't look like the total effect makes good of its cost and condition. A powerful rank 10 can easily be summoned by using a weak rank 1 as material.
